Confirmed Government update

LegCo reply sets out current FDH management positions

Confirmed Government position; no new arrangement announced. A 21 October LegCo reply said about 368,000, 379,000 and 382,000 FDHs were working in Hong Kong at December 2024, December 2025 and June 2026 respectively.

The Government has not adopted a tax deduction for FDH-employment expenses. It will carefully consider the proposal and keep public views and the fiscal position under review. It also has no plan for a separate Foreign Domestic Helper Affairs Authority; the Labour Department established a dedicated FDH Division in September 2020.

The Minimum Allowable Wage rose 2.35% this year and the food allowance was unchanged.

Elderly-care pilot

Under the preliminary proposal, foreign domestic carers would need at least three years of elderly-care experience, complete a Government-formulated course in their place of origin and pass an assessment before coming to Hong Kong. Intake is expected to be a few hundred a year, with details expected in mid-2027.
